Panagsama Beach hosts a massive sardine school that shimmers just offshore alongside turtles and reef fish on the house reef. Boat dives reach Pescador Island’s walls with soft corals and occasional frogfish. Moalboal balances budget travel with genuinely memorable marine spectacles.
